How do people get cheap or free international plane tickets?

Hello. I'm trying to fly my friend out from Croatia to attend my wedding on August 1st and we're trying to find the cheapest flights possible. We can't find anything under $1700. Of course with the wedding, my budget is tight, and they're currently unemployed. Any ideas or ways to get cheaper flights?
