Marriage at an Emby?

I am a Turkish citizen who wants to get married officially to an Uzbek citizen , can we do this at any emby wherever it may be, for example at Uzbekistan Emby in Almaty (Kazakhistan) or in Kiev (Ukraine) or in Moscow (Russian Federation) ? what are the requirements for such marriage?
