One month old boy with fussiness, constipation, gas and lots of spit up. What is the answer?

my best friend has a son, one month old and has been crying non stop since he was brought home from the hospital. he has lots of gas and constipation. he spits up all the milk a soon as he drinks it. i suggested he may be colicky, so she changed the milk to a soy based milk and he didn't drink it at all. i have a daughter of my own, but have no experience with this...i need help, SHE needs help!! is it colic, if so what formula would be best? and does anyone have experience with Colic Calm Gripe water?? this looks like it may help...
