My landlord shut off water when i said i was moving is that legal?

tuesday my rent by the week in a duplex was due only paid half the rent cause i said i was moving fri,Plus the property manager thru dog crap on my porch,locked me out of the back yard,took over my side with grand kids toys ,put a camper shell in my parking space and harred me all hours of the night when rent wasn't due till the next day, called me a liar and a B....
